Parlement européen: Plus de 130 députes s'engagent pour une solution du conflit au Sahara Occidental.
(Bruxelles, le 28 janvier 2004) A l'occasion de la remise par le Parlement européen du "Prix Sakharov" à M. Kofi Annan, Secrétaire Général de l'ONU, l'intergroupe "Paix pour le peuple Sahraoui" lui a adressé un appel soutenant ses efforts et ceux de son envoyé personnel James Baker en vue de résoudre le conflit du Sahara Occidental. L'intergroupe, qui existe depuis 1986, défend le droit à l'autodétermination du peuple Sahraoui.
Le Plan de Paix pour l'autodétermination proposé a été accepté en juillet 2003 par le Front POLISARIO, mais le Maroc l'a rejeté. Dans son dernier rapport le Secrétaire Général de l'ONU a demandé au Conseil de Sécurité d'accorder encore un délai supplémentaire de trois mois pour que le Maroc donne sa réponse. Depuis 1991, date du cessez-le-feu, le mandat de la MINURSO (Mission des Nations Unies pour le référendum au Sahara Occidental) a été plusieurs fois prorogé.
Les conséquences de cette situation pour les sahraouis sont graves : dans les campements de réfugiés les carences alimentaires sont fréquentes en raison de l'insuffisance et l'irrégularité de l'aide humanitaire, dans les territoires occupés par le Maroc les violations des droits de l'Homme sont permanentes. La situation politique du territoire manque de perspective politique pour son avenir à long terme.
Encore 614 prisonniers de guerre marocains attendent leur libération par le Front POLISARIO. Aussi, il y a 155 prisonniers de guerre sahraouis détenus par le Maroc qui sont oubliés par le monde. Le Comité International de la Croix Rouge n'a pas de contacts avec ces prisonniers. Plus de 500 disparus sahraouis dont on ignore leur sort. Un autre problème est celui du pillage des ressources naturelles du Sahara Occidental par le Maroc.
Aujourd'hui plus de 130 députés européens s'engagent et signent cet appel à réclamer une solution juste pour ce conflit oublié et donc pour le retour de la paix, de la stabilité dans la région du Maghreb.
Parmi les signataires figurent des présidents de Groupes politiques, des présidents de délégations nationales, et des présidents de commissions parlementaires. (voire liste ci-jointe). Cet appel sera remis à l'ONU.

APPEL POUR LE SAHARA OCCIDENTAL
À l'occasion de la cérémonie de remise du "Prix Sakharov" du Parlement européen à Kofi Annan, Secrétaire général des Nations-Unies le 29 Janvier 2004 à Bruxelles nous, sous-signés, lançons cet appel concernant le Sahara occidental à la communauté internationale.
- Conscients du fait que le conflit du Sahara occidental est une question de décolonisation conformément à la résolution 1514 de l'ONU, qui implique que les Nations Unies restent responsables d'assurer et de respecter le droit du peuple Sahraoui à l'autodétermination.
-Face à ce conflit qui dure depuis 3 décennies, nous sommes persuadés que seule une solution pacifique et négociée garantira le droit inalienable du peuple du Sahara Occidental à l'autodétermination.
- Nous exprimons notre soutien aux efforts déployés par le Secrétaire Général de l'ONU et son envoyé personnel, James Baker III, en faveur de la mise en oeuvre du "Plan de paix pour l'autodétermination du peuple Sahara occidental".
- Nous applaudissons l'acceptation par le Front POLISARIO de ce plan, qui constitue une occasion réelle et une chance à saisir de réaliser la paix et la stabilité dans la région entière du Maghreb.
- Nous invitons le Maroc à accepter et à mettre en oeuvre, sans retard supplémentaire, le plan de paix des Nations Unies, comme il était invité à le faire par le Secrétaire Général de l'ONU dans son rapport d'Octobre 2003.
- Nous invitons le Maroc à libérer tous les prisonniers de conscience Sahraouis et à mettre un terme à sa politique de violation des droits de l'Homme au Sahara occidental.
- Nous invitons les gouvernements de l'Union Européenne à soutenir fermement les Nations Unies dans leurs efforts pour accomplir la décolonisation du Sahara occidental, et pour exercer leur influence sur le Maroc afin d'accepter le plan de paix de l'ONU au Sahara occidental.
- Nous demandons que l'Union européenne contribue efficacement et pratiquement à la mise en oeuvre du plan de paix des Nations Unies, qui permettra l'autodétermination au moyen d'un référendum libre et démocratique.
- Nous invitons instamment l'Union européenne à fournir une aide humanitaire régulière à la population réfugiée Sahraouie.

European Parliament: More than 130 MEPs ask for a solution to the Western Sahara conflict.
(Brussels, 28 Jan. 04) On the occasion of the "Sakharov Prize" ceremony to the UN Secretary General Kofi Annan and his staff, the Intergroup "Peace for the Saharawi people", has launched an appeal to support the efforts of Kofi Annan and his personal envoy James Baker to solve the Western Sahara conflict. The Intergrorup came in existence in 1986 and has since fought for the right of self-determination of the Saharawi people,
The last UN Peace plan of Self-determination was accepted in July 2003 by the POLISARIO Front but is still rejected by Morocco. In his latest report the UN Secretary General has now asked for another 3 months to enable Morocco to respond.
May times before, the mandate of the UN Mission for the Referendum in the Western Sahara (MINURSO) was prolonged for another three or six months since the ceasefire came into force in 1991.
For the victims of this conflict this means acute and chronic malnutrition in the refugee camps, endless appeals to donor countries for food aid, human rights violations in the occupied territories of Western Sahara and lack of long term political perspective for the future of this territory as big as the UK.
Still 614 Moroccan Prisoners of War are waiting for their release from the POLISARIO Front. There are also 155 Saharawi POWs in Morocco who have been totally forgotten and not even the International Committe of the Red Cross has access to them.
The destiny of
more than 500 disappeared Saharawi is still unknown.
Furthermore, the unlawfull plundering of natural resources of Western
Sahara by the Moroccans still continues.
Today, more than 130 MEPs raise their voice and ask the UN to put an end to this forgotten conflict and to finally bring peace and stability to the whole Maghreb region.
Among the signatories are Group Leaders, Heads of National Delegations and Chairmen of EP Committees (see attached list). This appeal will be handed over to the UN.

On the occasion of the visit in Brussels of the UN Secretary General Mr. Kofi Annan, to receive the "Sakharov Prize" from the European Parliament, we, the undersigned, would like to launch this appeal concerning Western Sahara, addressed to the international community.
- Being aware that the conflict of Western Sahara is a question of decolonisation in accordance with UN resolution 1514, which implies that the UN remains responsible for ensuring and respecting the right of the Saharawi people to self-determination.
- The conflict, which has been going on for three decades, should bought to a peaceful and lasting solution by means of the exercise of the Saharawi people of their inalienable right to self-determination.
- We express our support for the efforts deployed by the UN Secretary General and his Personal Envoy, Mr. James Baker III, which aim at the implementation of the "Peace Plan of the Self-determination for the People of Western Sahara".
- We applaud the acceptance by the POLISARIO Front of this plan, which constitutes a real chance for achieving peace and stability in the entire Maghreb region.
- We call upon Morocco to accept and implement, without further delay, the UN peace plan, as it was requested to do so by the UN Secretary General in his report of October 2003.
- We call upon Morocco to release all Saharawi prisoners of conscience and to put an end to its policy of violation of human rights in the Western Sahara.
- We call upon the governments of the European Union to support steadfastly the UN in its efforts to accomplish the decolonisation of Western Sahara, and to exert their leverage upon Morocco in order to accept the UN peace plan in the Western Sahara.
- We ask the European Union to contribute effectively and practically to the implementation of the UN peace plan, which will provide self-determination by means of a free and democratic referendum.
- We urgently call upon the European Union to provide steady humanitarian aid to the Saharawi refugee population.

Europäisches Parlament: Mehr als 130 Abgeordnete fordern eine Lösung im West Sahara Konflikt
(Brüssel, 28.Januar 04) Anläßlich der Verleihung des Sacharov Preises an UN Generalsekretär Kofi Annan hat die Intergruppe "Frieden für das Volk der Westsahara" einen Aufruf an Kofi Annan und seinen persönlichen Botschafter James Baker gerichtet, um den Konflikt in der West-Sahara zu lösen. Die Intergruppe existiert seit 1986 und kämpft seitdem für die Selbstestimmung des Volkes der Saharawis.
Der letzte UN-Fiedensplan wurde im Juli 2003 von der POLISARIO Front akzeptiert, von Marokko jedoch abgelehnt und immer noch zurückgewiesen. Der UN Generalsekretär forderte Marokko in seinem letzten Bericht auf, innerhalb von 3 Monaten zu reagieren. Seit dem Waffenstillstand 1991 wurde das Mandat für eine UN Mission für ein Referendum (MINURSO) wiederholt um 6 oder 3 Monate verlängert.
Für die Opfer dieses Konfliktes bedeutet das akute und chronische Unterernährung in den Flüchtlingslagern, ständige Appelle an die Geberländer um humanitäre Hilfe, Menschenrechtsverletzungen in den besetzten Gebieten der West-Sahara und eine auf lange Sicht aussichtslose politische Perspektive für ein Gebiet, das so gross wie Großbritannien ist.
Noch immer warten 614 marokkanische Kriegsgefangene auf ihre Entlassung durch die POLISARIO Front. Außerdem gibt es 155 total vergessene saharawische Kriegsgefangene in Marokko, zu denen nicht einmal das Internationale Rote Kreuz Zugang hat. Das Schicksal von mehr als 500 verschwundenen Saharawis ist noch immer ungeklärt. Ein weiteres Problem ist die widerrechtliche Plünderung der Bodenschätze der West-Sahara durch Marokko.
Deshalb erheben mehr als 130 Abgeordente des Europäischen Parlaments ihre Stimme und fordern die UN auf, sich diesem vergessenen Konflikt erneut anzunehmen und alles in ihrer Macht stehende zu tun, um ihn zu beenden und der ganzen Maghreb Region Frieden und Stabilität zu bringen.
Unter den Unterzeichnern befinden sich Fraktionsvorsitzende, Chefs nationaler Delegationen, sowie Vorsitzende der Ausschüsse (siehe beigefügte Liste). Dieser Aufruf wird der UN übergeben.

Wir, die Unterzeichneten, möchten den Besuch Kofi Annans zur Empfangsnahme des "Sakharov Preises" in Brüssel, als Anlass nutzen, um einen Aufruf für die Westsahara an die internationale Gemeinschaft zu richten.
- Unter Berücksichtigung der Tatsache, dass der Konflikt in der Westsahara eine Frage der Dekolonialisierung ist, basiert diese in Übereinstimmung auf der UN-Resoultion 1514. Dadurch wird impliziert, dass die UN weiterhin dafür verantwortlich bleibt, das Recht des Saharawischen Volkes auf Selbstbestimmung zu garantieren.
- Der Konflikt, der nun schon seit drei Jahrzehnten besteht, muss, unter Berücksichtigung des unveräußerlichem Rechtes der Saharawis auf Selbstbestimmung, endlich ein friedliches und endgültiges Ende finden.
-Wir unterstützen die Bemühungen des Generalsekretärs und seines personlichem Gesandten, Mr. James Baker III, die darauf zielen den "Friedensplan für Selbstbestimmung des Volkes der Westsahara" durchzuführen.
- Wir begrüßen die Annahme des Friedensplans durch die Polisario Front, wodurch eine realistische Chance auf Frieden und Stabilität in der gesamten Maghreb Region entsteht.
- Wir fordern Marrokko auf, in Übereinstimmung mit dem Bericht des UN-Generalsekretärs vom Oktober 2003, den UN-Friedensplan unverzüglich zu akzeptieren und durchzuführen.
- Wir fordern Marrokko auf, alle saharawischen Gefangenen zu befreien und den Menschenrechtsverletzungen in der Westsahara endgültig ein Ende zu bereiten.
- Wir bitten die Mitgliedsstaaten der Europäischen Union, die UN in der Realisierung des Friedensplans konkret zu unterstützen, und damit mehr Druck auf Marrokko auszuüben, den Friedensplan zu akzeptieren.
- Wir bitten die Europäische Union aktiv zu der Realisierung des UN-Friedensplan beizutragen.
-Wir fordern die Europäische Union dringend auf, den saharawischen Flüchtlingen eine nachhaltige humanitäre Hilfe zu leisten.

COMUNICADO
Parlamento Europeo: Más de 130 eurodiputados piden una solución para el conflicto del Sáhara Occidental.
(Bruselas, 28 enero de 2004) Con motivo de la ceremonia de entrega del "Premio Sajarov" al Secretario General de la ONU Kofi Annan y al personal de la ONU, el intergrupo "Paz para el pueblo Saharaui", ha lanzado una petición de apoyo a los esfuerzos de Kofi Annan y su enviado personal James Baker para resolver el conflicto del Sáhara Occidental. El intergrupo existe desde 1986 y desde entonces reclama el derecho de autodeterminación para el pueblo saharaui.
El último Plan de Paz de la ONU para la autodeterminación ha sido aceptado en Julio de 2003 por el Frente POLISARIO pero aún continua siendo rechazado por Marruecos.
En su último informe, el Secretario General de la ONU, pide 3 meses más para obtener la respuesta de Marruecos. Desde hace años, el mandato de la Misión de la ONU para el referendum en el Sahara Occidental (MINURSO) ha sido prolongado por períodos de tres o seis meses, desde que el inicio del alto el fuego en 1991.
Para las víctimas de este conflicto, esto significa malnutrición aguda y crónica en los campos de refugiados, incontables llamamientos a los paises donantes para proporcionar ayuda, violaciones de derechos humanos en los territorios ocupados del Sáhara Occidental y como resultado una falta de perspectiva política a largo plazo para el futuro de un territorio tan grande como el Reino Unido.

Hoy, más de 130 eurodiputados hacen un llamamiento para pedir a la ONU que contribuya al fin de esta crisis olvidada y al advenimiento de la paz y la estabilidad en toda la región del Magreb.
Entre los firmantes hay líderes de Grupos Políticos, jefes de delegaciones nacionales y presidentes de comisiones parlamentarias (ver lista anexa). Este llamamiento será entregado a la ONU.

- Saludamos la aceptación por el Frente POLISARIO de este plan, el cual constituye una verdadera oportunidad para alcanzar la paz y la estabilidad en el conjunto de la región del Magreb.
- Solicitamos a Marruecos la aceptación y la puesta en práctica, sin mayor demora, del plan de paz de la ONU, como ha sido invitado a hacerlo por el Secretario General de la ONU en su informe de Octubre de 2003.
- Solicitamos a Marruecos la liberación de todos los prisioneros de conciencia saharauis y el final de su política de violación de los Derechos Humanos en el Sáhara Occidental.
- Solicitamos a los gobiernos de la Unión Europea un apoyo firme a la ONU en sus esfuerzos para culminar la descolonización del Sáhara Occidental, y a ejercer su influencia hacia Marruecos con objeto de que acepte el Plan de Paz de la ONU para el Sáhara Occidental.
- Solicitamos a la Unión Europea que contribuya eficazmente y a la puesta en práctica del Plan de Paz de la ONU, el cual proporcionará la libre determinación a través de un referendum libre y democrático.
- Pedimos a la Unión Europea que proporcione una asistencia humanitaria estable a la población refugiada saharaui.
